SITE INFORMATION FOR LOCAL RESIDENTS
Climate change is generally considered to be the greatest existential threat to the environment, our way of living and humanity in general. Addressing this huge challenge requires a sea change in how we live our lives in the future and the decisions we make.       
       
In order to address this challenge, the UK Govt have set a target to decarbonise the power grid and ensure all cars are zero emissions capable by 2035 thus moving away from fossil fuels and replacing this capacity with renewable energy.       
       
In addition to this, recent months have brought into stark focus the need for the UK to improve its energy security to ensure continuity of supply, reduce costs to the consumer and avoid future price spikes causes by geo-political events. In response to this additional challenge the UK government has published The British Energy Security Strategy which commits to developing a low-cost net zero consistent electricity system, supported by large scale long duration electricity storage.       
       
This transition from fossil fuel is predicted to result in an increase in electricity demand by 40%-60% all of which must be met from renewable energy sources.       
       
Notice is hereby given that Sirius EcoDev (Tealing) Ltd, The Factory, Whitchurch, HR9 6DF. Company 12111730, applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct & operate a Solar Energy Farm By Duntrune, DD4 0PR (Grid Ref NO44643730). Sirius EcoDev (Tealing) Ltd asked that Scottish Ministers give direction under section 57(2) of the Town & Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted. The installed capacity of the proposed generating station will be around 110MW. A copy of the application including plans showing the lands to which it relates and supporting documents, is available for public inspection in person, free of charge during normal office hours at Wellbank Community Centre, 3 Kellas Road, Wellbank, DD5 3PE from the 9th October 2023. Representations on the application may be submitted to Scottish Ministers via the Energy Consents Unit website at www.energyconsents.scot/Register.aspx; by email to the Scottish Government, Energy Consents Unit mailbox at representations@gov.scot by post to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the proposal & specifying the grounds for representation. Written or emailed representations should be dated, clearly stating the name (in block capitals), & full postal address of those making representations. Emailed representations should also include the full return email address of those making representations. Representations sent by email to representations@gov.scot will receive acknowledgement. All representations should be received not later than 8th January 2024. Ministers may consider representations received after this date. As a result of a statutory objection from the relevant planning authority, or where Scottish Ministers decide to exercise their discretion to do so, Scottish Ministers can also cause a Public Inquiry to be held. Following examination of the environmental information, Scottish Ministers will determine the application for consent in one of two ways: Consent the proposal, with or without conditions attached; or reject the proposal. Phase 2 of the development is to produce clean renewable energy production from solar and combine this with the essential battery storage facilities from Phase 1, on land located within the vicinity of the small settlement of Duntrune.                 
The UK's demand for clean energy, at affordable and sustainable levels, is ever increasing. Limited opportunities are available to produce and provide energy for the UK and as demand rises all possible viable connection areas which can prove sustainable must be explored. Until such times as the UK can provide enough energy for every eventuality, without dependence on overseas supplies, then we as a country, will not be able to provide and set our own tariffs. The Country will be, as it is now, at the mercy of overseas influences which dominate the energy markets and set costs spiraling.           
The development offers longevity and a level of security for the future of the land, which can be easily returned to agricultural use, whilst providing critical essential energy production. This will allow long term future opportunities and will assist in the survival of agricultural enterprises, without subsidies. The farms will remain as viable and sustainable agricultural businesses. The design of separate parcels of land is due to the desire to ensure that as a whole, the character of the agricultural landscape is retained, and the area remains one of a quiet, rural environment.
It is the intention to increase biodiversity within the development areas by having ‘green corridors’ whereby residents and visitors can walk around the perimeter. There will be new habitats created by planting and introducing screening around the solar park and by creating wildlife corridors. The areas around the solar farm will become wildflower meadows to encourage bee and insect activity. Furthermore a walk/ride/bridle path will be established between the main body of the solar park fencing and the screening so that residents and visitors can use this as a safe area to enjoy the countryside away from traffic. Once established the screening will provide habitats and promote biodiversity in the area. Wildflower planting will also be encouraged to promote the increase of bees, butterflies and other insects to the area.
